Enhanced Security Procedures for "SEVENTH INTERNATIONAL SYMPOSIUM ON TECHNOLOGY AND THE MINE
PROBLEM CLASSIFICATION
REQUIREMENTS FOR THE SEVENTH INTERNATIONAL SYMPOSIUM ON TECHNOLOGY AND THE MINE
PROBLEM The
Department of Defense is establishing a “Policy on Discussing IEDs and IED-Defeat
Efforts in Open Sources”. As you know, the SEVENTH INTERNATIONAL SYMPOSIUM ON
TECHNOLOGY AND THE MINE PROBLEM was expanded at ONR request to include technical
sessions on Port Security and IED’s. This new policy will affect the IED
discussions at our conference. Specifically, attendees are
invited to note the following guidance and to take any required actions. All
Presenters –
Remove the words "counter-IED" from the title and from your
presentation (if these words are included) and insert a more generic description
such as explosives detection. Plenary
talks and Non-IED technical sessions
– Should your presentation mention IED’s, specific reference to technical or
operational IED matters that have not appeared in the open literature, that
address specific signatures, that address the means to counter a technology, or
that address operational employment should be avoided. IED
Technical Sessions
– These sessions will be limited in attendance to US Military, US Government,
Contractors with appropriate security clearances (see and comply with procedures
described below), Contractors and/or Individuals whose attendance is approved by
a US Government Sponsor(see and comply with procedures described below).
Presentations should focus on phenomenology, not operational usage. Under no
circumstances should specific countermeasures to any approach be discussed; for
example, RF bands that are not jammed should not be discussed. And under no
circumstances should any specific operational gaps be addressed. US
Military and US Government employees
must show their US Government ID card for admission to the IED Technical
Sessions in addition to their Symposium Badge. Contractors
with security clearances
should forward their clearances to Security Manager, Naval Postgraduate School
by email (securitymgr@nps.edu) or by
non secure fax ((831) 656-2350. Clearance requests should specify “for
attendance at the SEVENTH INTERNATIONAL SYMPOSIUM ON TECHNOLOGY AND THE MINE
PROBLEM 2-4 May 2006. Contractors or individuals supporting a US Government sponsor (and do not have a current security clearance) should have your US Government sponsor submit a letter requesting your attendance at the IED Technical Sessions of The SEVENTH INTERNATIONAL SYMPOSIUM ON TECHNOLOGY AND THE MINE PROBLEM. This letter request should include any contract number you are executing and should be signed by the Program Manager or COTAR.
